Cedar Park City Council decided Thursday night to expand the review of their police department in light of the Greg Kelley case.

The Cedar Park city manager said she expects the review to be complete in 90 to 120 days.

The SPCA of Texas' Animal Cruelty Investigations Unit works tirelessly to help abused and neglected animals in need. We’re proud to report that The SPCA of Texas' Animal Cruelty Investigations Unit has arrested four people in two separate cases of cruelty to non-livestock animals in the last few days.

Case One |The SPCA of Texas removes two allegedly cruelly treated dogs from a property in Southern Dallas. Pictures below are from this case.

On Wednesday, January 10, the SPCA of Texas took custody of two allegedly cruelly treated dogs from a property in Southern Dallas after the animal owner signed custody of the dogs over to the SPCA of Texas. One dog was deceased and the other was so emaciated that every rib and hipbone was plainly visible through his skin. SPCA of Texas’ vehicles transported the animals to the organization's Russell E. Dealey Animal Rescue Center in Dallas, where they were examined by medical staff and the living dog continues to be cared for. The dogs were found inside wire cages in the backyard of the property without access to shelter, food, water or care. The dogs were both emaciated, with ribs and hip bones protruding. A necropsy was performed by a veterinarian on the deceased dog, and the cause of death was determined to be from complications related to starvation and dehydration. This dog's entire gastrointestinal tract did not have any substance for nourishment. The living dog was examined by a veterinarian, and this dog's health condition was determined to be extremely poor. He was suffering from starvation, dehydration and diarrhea as well as being emaciated, with a body condition score of one out of nine (with 1 being emaciated and 4-5 considered normal). He was weak and could barely stand, and was covered in mud and diarrhea. As investigators were carefully removing him from the location, he screamed in pain every time he attempted to walk as he fell over several times. The SPCA of Texas received a complaint of suspected animal cruelty going on at the property the morning of January 10. The SPCA of Texas' Animal Cruelty Investigations Unit and the Dallas County District Attorney's Office visited the property the same morning the complaint was submitted to the SPCA of Texas. The Investigator was able to see the animals' dire living conditions was able to speak with the animal owner, who agreed to sign custody of the animals over to the SPCA of Texas. On Thursday, January 18, 2018, Anthony Terry Nichols, Jr. and Jamine Teara Sadler were arrested on one charge of Third Degree Felony Cruelty to Non-Livestock Animals regarding a case from January 10, 2018 and were booked into the Dallas County Jail. They were arraigned on January 19 and bond was set at $5,000 each. An indictment will be coming in the next several weeks, and that will determine when the trial will be set.

Case Two | 140 animals seized from an alleged puppy mill in Fannin County.

On Wednesday, January 17, 2018, Cindy Oliver and Mitchell Gilbert were arrested on one charge of Class A Misdemeanor Cruelty to Non-Livestock Animals regarding this case and were booked into the Fannin County Jail. They was arraigned the morning of January 19 and bond was set at $5,000 each. An indictment will be coming in the next several weeks, and that will determine when the trial will be set.

will you ever visit quinlain? a shithole full of human waste and stray dogs? what about making strict laws, like people paying a few thousand dollars? this will probably help, so this low lifes will not have any animals.

Thank you for helping these sweet animals. There is no punishment harsh enough for people who hurt children, the elderly and animals.

This breaks my heart that these lovely babies knew such pain. I can only hope the full extent of the law is used against this couple. I only wish more people would report potential animal abuse. It's better to have someone go check it out and it be wrong than to let animals suffer. Now to the rescue team that has the guts and bravery to do such a needed yet horrifying job. I could never get through a day of what you do. I'm too soft hearted and would just vomit and cry all the time. Thanks for what you do that you aren't paid enough to do. Keep your heads up and your hearts strong. And THANK YOU, THANK YOU, THANK YOU SPCA OF TEXAS!!! Keep us posted on this baby's progress. I hope he knows freedom from pain soon and pulls through with flying colors.

Did the second dog from the Jan. 10th case survive?

There has got to be stricter laws for people who abuse their animals. A small slap on the wrist, won’t fix them! I pray this baby gets a real good chance to know what being loved, actually feels like!

i mean i am happy you saved at least 2 dogs but there are so many more alone in south dallas. i read messages about ppl trying to get a hold of you and nobody can...but anyway thank you for at least this ones.

We need laws that treat All Abuse with stiff penalties. Cross checking, abuse a child, elderly or animal the charges are treated the same. Only when Abuse is treated harshly, Abusers will continue to abuse. Our laws are horrible. Counseling, 2nd. Chances , rehab. does not work on low lifes. Life in prison 1st. offence is the only way to stop abuse. 😓
